The Feed in Tariff scheme in the Italian case. An attempt for removing barriers for PV architectural integration and for energy building efficiency

  • Feed-in tariff scheme was first endorsed by Italy in 2005, then updated with a new Decree in 2007. The Regulatory Authority for Electricity and Gas appointed GSE as the implementing body in charge for allocating the incentives. The tariffs, ranging between 36 and 49 € cents/kWh, depend on size and the level of architectural integration of PV plant, considering three type of plant: not integrated, partially integrated and integrated. The new Decree introduces an increase (up to 30%) for plants improving the energy efficiency of the annexed building; the approach integrates several factors concerning the GHG emissions, not only the matter of energy production. Nevertheless barriers exist; it is difficult to define “architectural integration” in an historical context like Italy, in fact of the 100 MW commissioned plants by April 2008, only around 25% are integrated, and it is more difficult to disseminate a culture where the photovoltaic is not only an energy source but a building component. On the other hand, if it is easy to improve the energy performance for the new constructions, it gets harder for the existing, often obsolete, buildings. Architecture cannot be considered as a barrier but an opportunity to study and to develop new materials focusing on energy saving processes. A forecast of the energy output of commissioned plants and the consequent CO2 avoided by the above mentioned scheme will be reported. Also, a foresee of the installed PV plants comparing to the Position Paper presented by Italy to EU will be developed.
